Playing in the World Game 
Supposedly, they’re not ignorant. The mailings are deliberately inept as intelligence tests, and those who are even more inept and stupid enough to be taken in by them are the target. Out of the millions who receive the spam each day, the tiny tiny fraction who bite are still enough to be good money for the spammers, for a minimum of effort. The victims too stupid to catch on don’t complain and continue to feed the parasites, and most who do clue are too embarrassed to say anything.
I have mentioned that here; obviously some of these letters are written by people with some sort of system in mind. I use “ignorant” here in the sense of “discourteous or rude.”
Sadly, even the intelligent can be fooled by a well-crafted con; it just happened to someone who is very close to me. A recent college graduate, she was taken in by the offer of a good job, and ended up wiring two grand somewhere, never to see it again. May the pigs who scammed her be stricken with a painful wasting disease.
My suspicion is that most of these scam letters are passed from person to person in Africa with little training, because I’ve seen the same letters and schemes come time and again. I doubt that most of the lads from Lagos who do this are thinking along the lines that you mentioned. It’s probably more like “You can make money from stupid white men, here’s what you do;” hence a lot of the people who do this are just following a cookie-cutter approach, without thinking much about the psychology of the tools they use. I suspect most of these are truly uneducated; certainly they are morally bankrupt.
